Verdi's spec called for this (or at least "clicks in the urlbar") but I didn't implement it in the experiment. See also the a11y discussion in bug 1606923 comment 7.

Resummarizing slighty: We should actually pick the tips when the user focuses the urlbar, not only dismiss them or close the view. i.e., we want to record engagement event telemetry, update the shown-count, etc.
