mozilla should remember previous online/offline status while in quick launch mode

Details
I use quick launch and work at home using a dial up connection via ISDN. When
opening mail or browser by right clicking on the quick launch icon Mozilla
always starts in online mode. As a consequence 1.1beta now detects that a dial
up connection should be established and a dialog from W2000 appears asking me to
establish that connection. I need to cancel that dialog and click OK twice on
warnings from Mozilla that my mail server cannot be found and that some website
cannot be found before I can choose to work offline.
Adding the possibility to remember the previous state Mozilla was in when
closing mailer and/or browser and/or introducing an extra dialog window asking
me to work online or offline when no network connection can be found should make
all this must more userfriendly.
