I think this is a known issue that Dragana mentioned to me, but I just wanted to open a BZ to track it.

During connection establishment, the timer requested by Neqo is not honored: Neqo is asking to wait for the next packet (or the idle timeout of ~60 seconds). Instead, it looks like ProcessOutput is called repeatedly as fast as possible (because OnSocketReady maybe?)
