Users are reporting issues with our recently landed backplate work. We should allow an option to return to our old HCM-mode in the meantime.

Anything blocking this from landing Morgan?
Asa is figuring out a redesign for the colours dialog! I wrote this so that it could be pulled in with whatever design he ends up figuring out with UI/UX people. His bugzilla says inactive so I didn't know how to switch him as the assignee here :(
