We should rewrite https://searchfox.org/mozilla-central/source/devtools/docs/backend/actor-hierarchy.md to better highlight the relationship between descriptors and targets.

Severity: normal → S3

Let's close this. We should rewrite most of the devtools backend documentation, but no need to keep individual bugs int he backlog for this.
