:jmaher, :bc, do these optimizations apply for both autoland and mozilla-central? I think this patch disabled all of our warm pageload tests on geckoview in CI on mozilla-central. All the browsertime mobile tests that were running on central have also been disabled since this bug landed: https://bugzilla.mozilla.org/show_bug.cgi?id=1615255

It should only be active on autoland since it is implemented using the Backstop strategy.
ahal: Thoughts? Is the return value for should_remove_task when project != 'autoland', correct?
