I am personally not a user of browser.urlbar.openViewOnFocus set to false, but I tried it out based on feedback I have seen since 75 has dropped to beta, and I think this would be a nice improvement.

After setting browser.urlbar.openViewOnFocus to false, clicking or doing Ctrl-l should not put padding around the megabar. This matches Chrome's behavior in not adding shadows (for example) to the omnibar until a user has typed something.

Summary: If browser.urlbar.openViewOnFocus is set to false, don't put padding around megabar until something is typed → If browser.urlbar.openViewOnFocus is set to false, don't put padding around megabar until there are suggestions

Most of these preferences will be removed once the feature is stabilized and we collected enough feedback, thus I don't think we'll spend time on changing their behavior now.
