I am personally not a user of browser.urlbar.openViewOnFocus
set to false, but I tried it out based on feedback I have seen since 75 has dropped to beta, and I think this would be a nice improvement.
After setting browser.urlbar.openViewOnFocus
to false, clicking or doing Ctrl-l
should not put padding around the megabar. This matches Chrome's behavior in not adding shadows (for example) to the omnibar until a user has typed something.

Most of these preferences will be removed once the feature is stabilized and we collected enough feedback, thus I don't think we'll spend time on changing their behavior now.

Note bug 1627861 is perfectly covering the feedback without the need for prefs flipping.
