Steps to reproduce:
in Preferences>>Sync>>Syncing ON
there is no options for Customizations
bookmarks are stored in account and will load correctly
but there is no option for customizations for example checked Toolbars in Customize...>>Toolbars>>Bookmarks Toolbar

Resetting severity to default of --.

I´ll be adding product and component to this and passing it as new since it is marked as an enhancement.
