I think max_ghost_windows is much more useful than GHOST_WINDOWS, because if a user is browsing for 4 hours, then gets a ton of ghost windows that make their browser unresponsive so they close the browser, then it will barely show up in GHOST_WINDOWS (which records the ghost window values periodically), but it will show up more distinctly in max_ghost_windows. Therefore, I'd like to make max_ghost_windows permanent. GHOST_WINDOWS would be switched to expire, so we have a period of time where we can compare the two values and ensure that they are reasonably in sync.
