This effectively locks out the user from doing anything else until the download is completed. Reproducible: Always Steps to Reproduce: 1. In main browser, begin download 2. Close main browser window (and any other windows besides download) 3. Window menu is locked and thus are now unable to open new browser window. Must wait until download is completed. Actual Results: Download window stayed open. Window menu remained locked out. Expected Results: Opened a new browser window to allow continued surfing. Download continues unabated. This is a fairly severe bug that should be fixed.

This is a dup. Basically, the problem is that the download progress dialog window deactivates the "New Window" commands.

It happens with the main window opem or after the main window has been shut for as ling as the download is running. Opening a mew Navigator window off the the File menu or by using the shortcut Command key + N are both bocked.
