QA asked if we could add some background logging to indicate when a configuration update is received, and then when it is actioned.

This would help their testing of the modern search config.

Whilst I'm here, I'm also changing SearchEngineSelector to use console.createInstance as that's trivial to do (the separate bug we have filed can do the main search service).

Also move SearchEngineSelector to use console.createInstance as that's nicer.
