Now that we've landed a mozIBridgedSyncEngine implementation in bug 1634191, the last piece of the puzzle is to add a stub extension storage engine to services/sync, and some tests.
Thom added a way to swap out engines based on a pref a long time ago, and we can have this be controlled by the same pref as the ExtensionStorageSync.jsm storage API.
