Like the other regressions caused by this bug, it'll be the lack of browsing context preservation without preservation of the process. Bug 1550571

Reproduced on Firefox 76.0.1 under Win 10 64-bit.
Not reproducible with Firefox 77 beta 4 and latest Nightly 78.0a1 2020-05-11.
I'm setting the bug to New although the release is the only affected builds, so it stays in our radar when bug 1634779 lands.

Sounds like this was fixed. Bug 1634779 won't make 76.

Like the Firefox Support forum user (eastof111) originally reporting the problem documented
here (by jscher2000) in this bug, I too had the same problem starting in 75.0 and continuing
into the current 76.0.1. I tested for the problem using the current 77.0 beta 5 release and found
that in navigating back from the http/https URI page to the file URI page, the file URI page
was indeed restored to the correct scroll position of the original anchor link!! However, the
original anchor link was NOT back in focus and NOT showing the dotted outline box around
the anchor link, as was the behavior in 74.0.1 and prior releases. So, a fix is still needed
in 77.0 to retore this original behavior af showing the original anchor link back in focus.

Could you please try again in Firefox 77 beta 9 or latest Nightly 78.0a1 (the patches for bug 1634779 landed)?
If not, it would be better to open a new bug and provide a test case. Thank you!

Petruta, I tested with 77.0b9 and the patches for bug 1634779 did indeed fix the problem and
now the original anchor link is back in focus when navigating from the http/https URI page
back to the file URI page!! Thanks very much to you and all involved in these fixes!
