padlock icon stays lit when changing from a secure to an insecure tab

Details
Currently, I have two tabs in my browser window: The left tab (opened first)
shows my PayPal account, which is a secure https page, while the second tab
shows the bugzilla bug entry form, which is a non-secure http page.
Nevertheless, the small padlock item in the lower right corner stays lit when I
switch from the secure to the insecure tab. A click on it gives the Page info
for the secure tab, although this is not the tab currently displayed.
This bug might lead a user to thinking of a non-secure page to be secure.
I am using "Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.9) Gecko/20020513"
which is the build currently distributed by RedHat.
