Currently we test upgrades by installing a new engine via the AddonManager, we should have some tests that simulate an upgrade of the builtIn engines that are loaded via resource URLs with https://searchfox.org/mozilla-central/source/toolkit/components/search/tests/SearchTestUtils.jsm#95
