Steps to reproduce:

Create numbered list
Indent a number within the list to make it a sub-level number (you may wish to turn this into a bullet)
Subsequent first-level numbers do not follow on the previous first-level numbers

Actual results:

Until a recent update, this worked whether the sub-levels were numbered or bulleted - the subsequent first-level numbers continued the previous first-level numbering. But since that update, either the sub-level number is considered as part of the sequence (so first-level numbering is not continuous) or first-level numbering re-starts at 1 (as though it were a different list) or first-level numbering re-starts with the assumption that the sub-level number is 1 (making a really crazy set of numbering that can't be followed)

Expected results:

Each level of numbering should be continuous for as long as it is only interrupted by sub-levels of numbers and/or bullets (may be numerous sub-levels).

Each level of numbering should re-start at 1 if it is interrupted by a higher-level bullet or number.
