In bug 1632447 we are making window.sidebar.AddSearchProvider and window.external.AddSearchProvider into dummy functions.

The spec calls for window.external to have dummy functions, but as far as I know, window.sidebar is not required, and therefore should be removed at some stage.

Bug 1632447 is happening for 78. Bug 1632448 which will remove the implementation (but leave the dummy functions) will happen in 79.

This probably wants to wait until at least 79 before we remove window.sidebar.
