This test is flaky when the Puppeteer unit tests are getting run on Ubuntu18.04. The switch will happen over on bug 1623128 soon. It shouldn't be a blocker to move to this new platform, and as such it will have multiple expectation statuses for now.
The problem seems to be somewhere in the Network domain the response
promise relates to.
