Let's enable the Application panel on all channels when ready
There are two prefs we should enable as part of this report:
devtools.application.enableddom.manifest.enabled
Note that the Application panel depends on Service worker support (bug 1603204)
The Application panel is already enabled on Nightly (Bug 1609356) and DevEdition (Bug 1633422)

QA 79 is green test report and so we can enable the Application panel on all channels.
Belén can you please flip the pref, thanks.
It would be great to do it yet before the soft freeze
