Merge Day Update
We're nearing the first ESR78 release and need to be able to start tracking it independently of the mainline Fx78 release. Please add:
- approval-mozilla-esr78
- tracking-firefox-esr78 (?,-,78+,79+ values to start
- status-firefox-esr78 (same values as esr68)

It looks like something is off with the status-firefox-esr78 flag. It's showing up empty after being set, i.e. https://bugzilla.mozilla.org/show_bug.cgi?id=1637691#a2487085_75935
I see a value of affected for status_firefox_esr78.

If it helps narrow down the problem, I also don't see status-firefox-esr78 in the list of flags in the advanced bug query screen.
