Steps to reproduce:

1. Navigate URL of a text/JSON/HTML without title tag file on a stopped server. (eg. http://localhost:8000/foo.json).
2. Get the Problem loading page as expected.
3. Start the server (python -m http.server).
4. Reload

Actual results:

The tab title does not change and is stuck at 'Problem loading page' even though the page loads correctly.

Expected results:

The title should have changed to the page URL, like if navigating from New tab.
