What were you doing?

1. Create a developer build of Nightly
2. Start it, set up the browser toolbox so that it can be opened.
3. Open both the browser toolbox and the browser console.
4. On the browser toolbox, have either the split-console view or the console tab open.
5. Quit and then start the developer build again.

What happened?

Console in the browser toolbox never connects. If you're using the debugger with split console view, after a while you get half the window taken up with the connection failed status.

What should have happened?

Should have opened both the separate browser console and browser toolbox with the console.

Anything else we should know?

This is a fairly recent regression in the last couple of weeks. I generally live with my developer build having the browser console open, so it hurts quite a bit when I hit it.
