Root permissons required for installing language packs.
Why don't install them into users ~/.mozilla directory?
install into the main directory (/usr/local/mozilla or whatever) only if mozilla
is run by root.

Installation notes say that you need write permission to Mozilla application

We're blocked by bug 109044, see also bug 148986 Comment #4

yes, the second paragraph of "bug 148986 Comment #4" is what I had in mind.
you can install themes as a user in ~/.mozilla So why shouldn't this be possible
for all other kind of installations like language packs etc.

See bug 109044 - if we allow this, the user gets an error, and we don't know why.
I hope this issue will be resolved some time. When it is, we'll do exactly as
you tell (btw, on Windows we already do this: try to write/install in Mozilla
application directory, if we fail, install into profile directory).

This was fixed by not using the workaround for bug 109044 any more. It appears
to work almost always now without it.
