Steps To Reproduce:

Save attached testcase html file to local file system

Make sure that Windows display language is Japanese on Windows 10

Install Japanese fonts, (you can download and install it from https://www.epson.jp/dl_soft/readme/9296.htm )

Start Nightly79.0a1 with new profile and Quit

Start Nightly79.0a1 again, so that only the initial HOME tab is open.

Open the testcase html file in the HOME tab.
--- observe font face
Actual Results:
Japanese fonts are not displayed correctly.
It will render correctly if another web page is loaded.
Expected Results:
Japanese font should be displayed correctly.

The OS of this bug is Windows10, not Linux.
So I don't think this is a duplicate of Bug1647868.
