Details
We have very few Windows 7-specific failures. Instead of running all tests on this relatively low value platform, we can run only tests that we know have a chance of exclusively failing on this platform.
We can do this using the same data we'd use for bug 1639164.

We are going to soon drop Windows 7 testing, so it's not worth spending time on this.
