I still get this error during the installation and when I try to run Thunderbird afterwords. I have tried about once a month since this bug was supposedly resolved. Should I open another bug?

I'm betting the one you're running into is bug 1478096 (which I also ran into in the process of verifying the fix for bug 1711552)

Actually, both. Bug 1711552 was the Thunderbird port of this, and only fixes one of the two errors, and bug 1478096 is the other error and isn't resolved yet.
