This is a tracking bug to collect the tasks required to meet all requirements for enabling on Nightly. We haven't yet had a discussion about product-level requirements or anything of that sort; this is just collecting the features that we know we need so far.

I'm not sure if we want to definitely depend on telemetry before launching in Nightly (or rather it's just nice-to-have), but I'll add this as a dependency for tracking purposes.
