Bug 1431237 implements a static loading icon for reduced motion. We'd like to look into letting this icon rotate in discrete 45° steps to better indicate progress.

Current static hourglass icon is perfectly fine.

It does not represent a progress. Can be interpreted as sign of browser freeze.

It's a sign. It already had two states. I see it for like 2 seconds when I load the page (mobile connection, ancient PC). It does not divert my attention needlessly. Works as expected / as designed.
