We would like to ship WebRender to more users in 82
Platform: Win10
Lower the minimum Intel driver to: 21.20.16.4550
Intel Gen 6 Laptop and Desktop, all screen sizes
Platform: MacOS 10.15
Modern GPUs (same as what's on in Nightly at the time of making this bug)
A slice of the Linux population (details to be added there)

For MacOS, we're going to ship to all versions in this release, with maybe one exception 10.16 beta which is TBD.

Also ship to release if the Intel driver is 21.20.16.4550 or later.
Add Intel Gen 6 GT1 (Sandybridge) and allow it to ride to early beta.

I'll land assuming 10.16 exception, and we can follow up if we end up shipping to there too. Better to land the rest now to make sure we don't miss the train :).
