In order to find out what to do for l10n of geckoview in bug 1605358, we'll need to know what l10n resources geckoview actually exposes to users.
https://searchfox.org/mozilla-central/rev/3b6958c26049c1e27b2790a43154caaba9f6dd4a/mobile/android/locales/jar.mn#36-84 would be candidates, things in DOM, about: pages, maybe more.
