• Have a new profile created.
• Have a newly created Firefox profile.
• Have an active multi pref recipe.
• Have the following pref in the about:config page:
  • security.content.signature.root_hash pref value set to DB:74:CE:58:E4:F9:D0:9E:E0:42:36:BE:6C:C5:C4:F6:6A:E7:74:7D:C0:21:42:7A:03:BC:2F:57:0C:8B:9B:90.
  • app.normandy.api_url pref set to https://stage.normandy.nonprod.cloudops.mozgcp.net/api/v1.
  • app.normandy.dev_mode" set totrue`.
  • app.normandy.logging.level" set to0`.
  • services.settings.server" pref set tohttps://settings.stage.mozaws.net/v1`.
  • Create a new pref named pi713treatment-1-right and set it to true.

[Steps to reproduce]:

1. Start the Firefox Browser with the profile from prerequisites.
2. Navigate to the “https://www.youtube.com” page.
3. Click on any video displayed on the front page.
4. Hover the video and click the “Picture-in-Picture” toggle.
5. Hover the “X” button located in the top right corner of the “Picture-in-Picture” screen.
6. Observe the behaviour.

[Expected results]:

• A tooltip is displayed.

[Actual results]:

• There is no tooltip displayed.

[Additional Notes]:

• This issue is not specific to the experiment since it is also reproducible with the “Picture-in-Picture” feature.
• The issue is reproducible for all the buttons in the “Picture-in-Picture” screen (eg. Play/Pause button, Return to Tab button, Mute/Unmute button).
• Attached a screen recording with the issue.

The default video player buttons also do not have tooltips. Not sure if tooltips wouldn't get annoying... I thought we discussed this around https://bugzilla.mozilla.org/show_bug.cgi?id=1608923 but I can find no record of it...

This bug appears to be reproducible with or without the new toggle variations, so shouldn't block bug 1651414. I will update the dependencies.
