See attached test page. Final scroll position should be 22 + 50 = 72, which is what happens in Chrome. In Firefox we end up at 94, because we end up doing a smooth scroll by 72 pixels on top of y=22.
The attached test page should be added as a mochitest along with the fix.
Found this while trying to review bug 1655242.
