In prepping for the new bookmarks policy, we need a way to cleanup policies at startup if they are turned off or removed.
So if policy adds bookmarks, and then is removed completely, we should remove the bookmarks associated with policy.
Tricky part is we need to do this even if the policy engine isn't started on the next startup.
My thought process is a preference "browser.policies.applied" that gets set when policies are set and then on startup, we check that before starting policies and allow cleanup.
