I was trying to drag out one tab with a google doc from a window with two tabs. I failed to actually move the tab out. I tried a couple of times as it seemed I could only drag the background tab, but not the foreground tab.

Eventually the dragging and dropping resulted in my active disappearing from the list of open tabs in the browser window. I closed the google docs tab at that point and was left with a window with a "hidden" active tab (see screenshot).

Note: I do have Fission enabled.

QA Whiteboard: [qa-regression-triage]

In an attempt to get the regression range, cannot seem to reproduce the issue.

@Nils, any chance you could provide some info related to the OS version; or if the issue still manifests / was oneOff?
As I just encountered an issue in the same area, might be looking at something macOS 11.0(publicBeta_X) related rather than a browser regression.
That's what I would like to confirm here as well.
