Details
STR:
Compose a new message to oo@oo.com. Don't enter a subject or body.
Save the message.
Close the compose window.
Expected:
Window closes.
Actual in TB 78.1.1:
Prompt: Save this message to your drafts folder
Alice, can you reproduce and find the regression. Looks like if you use an address from the address book the prompt doesn't appear.
(Found this when saving messages in bug 1658361.)

STR:
- Compose a new message to oo@oo.com. Don't enter a subject or body.
- Save the message. (File > Save (Ctrl+S))
- Close the compose window. (Click on [x] button at top-right)
Actual in TB 68, 60, 52 as well as 78:
A dialog pop up:
Save Message
Save this message to your drafts folder (Drafts) and close the Write window?
[Save] [Discard changes] [Cancel]
So, I think this is not a recent regression.

Thanks for checking this. I tried in TB 68 and after saving, I could close the compose window without getting the prompt. I cannot remember getting this prompt directly after saving a message as draft. Strange.

TB 52-78
type oo@ooo.com and hit Enter key (i.e, The text color changes from red to black or Text turns into button.)
then Save, Close compose windows --- no prompt
type oo@ooo.com without Enter key
then Save, Close compose windows --- prompt

Let's remove the reference to "tb78found". Crazy which issues you can find even after years of usage :-(
