Summary:
If an IMG is unloadable and also has an empty ALT string,
the filename of the IMG is displayed in place of the image,
instead of the requested empty string.
To Reproduce:
View the testcase attachment, "(dis)Honouring IMG ALT if unloadable"
Result:
The unloadable IMG with the empty-string ALT is replaced by the
filename of the unloadable image, rather than the empty string, as
its ALT text.
Expected:
The unloadable IMG with the empty-string ALT is replaced by the
the empty string as its ALT text.
(Note also that in the testcase the boxes showing the dimension of an
unloadable image appear, and then disappear. This is a separate bug.)
Occurs on:
1999-10-15-11-M11 on Windows NT.
Note that if a webpage author took the trouble to add an empty-string
ALT, there must have been some reason, and that there are many reasons
why an IMG may not load in some circumstances while it does in others.

The second attachement shows how ugly this can get. It is essentially the
same as the file at
http://bugzilla.mozilla.org/showattachment.cgi?attach_id=2229, except that
empty-string ALT attributes have been added to all of the IMGs (there were
none in the original. Despite the empty string, every second line of
the main table contains "1x1trans," the name of MSN's single-pixel
transparent gif, instead of the requested nothingness on tan. It looks
UGLY.
