See https://github.com/w3c/csswg-drafts/pull/4537 (we might want to push getting that landed) and https://wicg.github.io/overscroll-scrollend-events/. See dependency bugs for various tests that might have been disabled and we'll need to re-enable as part of fixing this.

(It's worth prototyping on standards-positions.)

No problem at all, I wasn't aware this bug either, I happened to find this recently.
