Hello,
I am looking to possibly take this bug on but am new to the Firefox codebase. Any pointers about where in the source to take a look or examples of other telemetry implementations would be greatly appreciated. Looking forward to contributing.

Thank you for your interest in contributing to Firefox. The work to support HDR capability telemetry was largely completed by Bug 1798067, and we forgot to update this Bug. As far as telemetry implementation issues, if you join the Matrix room https://matrix.to/#/#telemetry:mozilla.org there are several experts there.
