BrowserGlue.jsm has a willCheckDefaultBrowser method and so does AboutNewTabParent.jsm. The methods are slightly different in that the BrowserGlue one checks that the notification bar is not enabled and also records some telemetry specific to startup.

We will also need to sort out what telemetry is relevant now that the notification bar doesn't necessarily appear on startup.
