Details
In Internet Explorer and most other Windows Programs ToolTips elegantly appear
onto the screen, In Mozilla ToolTips just appear and this doesn't look as good
in the UI.

It is not clear what exactly you mean.
What do you mean by OS=Other?

I'm guessing the reporter wants tooltips to fade into view, rather than just
appear. I'm not sure, but I have a feeling this might be how tooltips work in
Win2K and WinXP.

Yes, in Windows XP/2000 they fade in and out. Looks better :)
I'm pretty certain this is what the reporter wants.

I believe that tooltips that fade in and out are only available on Windows
2000/XP due to their superior (compared to Windows 9x) support for
alpha-transparency. In Windows 9x, tooltips just sort-of unfold into view. It's
nice eyecandy.

Thats is exaclty what I'm getting at, sorry if I confused anybody
This probably isn't a particularly worthy bug, but it would improve the behavior
in Windows. Anything that uses native controls instead of trying to emulate them
tends to work better, especially if addons come along that intercept them (e.g.
a tooltip enlarger or something like that).
I also noticed that Mozilla's tooltip has a shadow, and IE's doesn't. I wonder
why that is?

In IE 6 on Windows 98, only the first tooltip animates. Additional tooltips
appear immediately.

If anyone decides to implement this, please abide by the operating system
settings. You can change the effect or turn it off on 2000 and XP. To change,
right-click the desktop, pick properties, Effects tab (for 2000; on XP switch
to the Apperance tab and click the Effects button), and then experiment with
the first checkbox and dropdown menu. I personally like Mozilla as is, but then
I also have the fade effect turned off.

even with the Fade effect terned off they can still unfold as well,
I my self submited this Using 98 now I've gone to XP and I can see there is no
fade effect.
I think the summary should be changed to be more along the lines of "use
OS-native widgets for tooltips".
