Steps to reproduce:
Open a PWA like https://www.multicalculator.app/calculator
Disconnect from network
restart browser
open PWA
Actual results:
it didn't load.
Expected results:
it must load resources via service worker and offline cache.
i tested in newly installed forefox dev edition 81.0b9 and firefox 80.0.1 (64-bit) .
I tested on firefox for android also. it won't load after some refresh and restart while offline.
Make sure that your page not loaded from firefox cache after restart, by pressing CTRL+SHIFT+R :)

Thanks for reporting!
It looks like a dup of bug 1663125 and that should be fixed on 81. I am going close this bug but please feel free to reopen this bug if you don't think so.
