Bug 1659784 is back when upgrade 78.0ESR to latest trunk(83.0a1).

I emulate next esr update.

Steps to reproduce:

  1. Start 78esr with new profile and quit
  2. Start latest Nightly(83.0a1) with the same profile of step1
  3. Try wheel scroll

Actual Results:
Wheel scroll is not smooth. It seems Bug 1659784 is back.
The scroll speed preference migration didn't seem to work correctly.

Expected results:
Wheel scroll should be same feel smooth like 78esr.
Should not change the scroll speed for existing user.

This seems to be invalid.
