Steps to reproduce:

  1. Disable "Autofill logins and passwords" and "Ask to save logins and passwords for websites" in preferences.

  2. Navigate to a login form.

  3. Right-click in a form field to bring up the contextual menu.

Actual results:

"Fill Login" (if username field) or "Fill Password" (if password field) is present at the top of the contextual menu, even though no saved logins exist, autofill is disabled, and saving logins is disabled.

Expected results:

Firefox's "Fill..." menu item should not appear in the context menu.

Use case: Using password managers other than Firefox's own leads to duplicate "Fill..." items in contextual menu: one for Firefox, and one for the other password manager. This is a relatively minor annoyance, but for low-tech users who are being newly trained in using password managers, the UI can be frustrating, because the first item listed is a tempting target they then have to learn to ignore.

(I love Firefox, but not every environment in which I work is able or willing to use Firefox's own password manager.)

If this seems like too much of an edge case to do automatically (if saved logins and autofill are disabled) or to provide a preference checkbox for, it'd be nice if there were at least a flag in about:config that could be set.

Indeed, I can reproduce this issue using the latest Nightly 83.0a1 on Mac OS X 10.15, but I'm not sure what the expected results should be in this case. I'm going to set the component Toolkit: Password Manager so that someone with more knowledge in this area could take a look.
