I'm filing this bug mostly to properly track points and team velocity, the work here is intended to create (not on bugzilla nor central) a special build that Verdi can use to do User Testing.

I meant to post the updated patch I used for this. It's the same as the patch in bug 1614087 but it suppresses the new default-browser infobar on newtab by setting browser.defaultbrowser.notificationbar.checklimit to zero. Since this patch modifies browser/app/profile/firefox.js, it will be bitrotted easily, but it's only due to that one small change.
