Bug 1656277 has now shipped and we are confident with the change so we can now remove the preference that it introduced and default all behavior to the 'true' branch.

I have made some revisions to the test_IE_bookmarks.js file, since the patch fixes the problem of how the bookmarks toolbar was enabled even if the number of bookmarks in the IE toolbar was 0.
