We currently only support enabling software webrender by flipping a pref, which only takes effect if WR is already running.
In order to ship software webrender we're going to need it setup as a proper gfx::Feature with gfxInfo block/allowlist support etc.

This function prints the error instead of raising an exception which exits the program, if a path doesn't exist.

Yes. This collection is Telemetry so can be controlled through Firefox's Preferences.
