[Steps to reproduce]
- Open the Firefox browser with a new profile and Open the DevTools.
- From the DevTools panel click one of the "Settings menu" in order to open it.
- While the settings panel is open and the mouse cursor is on top of the DevTools Settings panel Pinch Zoom that area.
[Expected result]
The user should not be able to pinch zoom the DevTools settings panel.
[Actual result]
The Entire DevTools panel zooms in if the user tries to pinch zoom the settings panel.

I think the severity for this issue should be an S3, it seems like a minor issue that only occurs in specific conditions.

Agree with S3, but when it does occur it looks pretty bad, so it would be good to fix.
