Actual results:
2a. Get 'recommendation' (see attached screenshot)
Expected results:
2b. Nothing, while 'recommendations' was already disabled.

I couldn't manage to reproduce it on my end. I saw a couple of bugs that might be related to this one (Bug 1652237 & Bug 1668068) but I'm not sure if this one is duplicate.
Assigning "New tab page" component for this.
I didn't get this recommendation every time, only two times to the moment (the last one was esterday). And it appears in new page not new tab. To be precious, esterday I had open Gmail web-interface few times (in new page) but only one time recommedation appears.

I have this problem too. Both feature and extension recommendations are disabled but I'm still getting feature recommendations in my address bar.

Hey, thanks for reporting this. I have a theory about why this might happen. Are your newtab and homepage set to something custom? This would confirm the scenario I have in mind.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (85.0a1 Build ID - 20201204094005) installed on Windows 10 x64, Mac 10.15, and Linux Mint 20 x64. Now I can confirm that recommendations are no longer displayed if the "Recommended extensions as you browse" and the "Recommended features as you browse" options are unchecked from the "about:preferences#general" page.
