If I want to move forward on bug 1644188 without all worker types supported by the watcher actor (for ex bug 1651522), I have to make it so that the ResourceWatcher legacy listeners are called for all these worker targets, even if we support the source resource for all other targets.

This is useful for SOURCE resource, as that's one resource that we expect to
fetch from all targets, but Service Worker and Shared worker targets aren't supported
yet by the watcher. So we should be using legacy listener for these.
