Measure Connection Speedups when using CRLite

Firefox is prototyping CRLite believing it will speed up secure connections and eliminate a long-standing privacy leak, and do so without cherry-picking what sites deserve revocation support. We'd like to A/B test CRLite's modes in the Beta population to determine what, if any, impacts enabling CRLite has on connection times, and whether any users encounter problems with the technology.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
